While founded by the St. Andrews United Church, which is Protestant Christian in origin, StARS is secular in that it offers services to refugees regardless of faith.
StARS saw the flexibility of RIPS and introduced functionality to manage all their key services including:

- unaccompanied minors
- housing and shelter
- legal services
- detainee services
- medical services
- psychosocial care
- training in refugee management

StARS truly does offer comprehensive refugee services and won the Ockenden International prize for the quality of their services to support young unaccompanied adult refugees until they could achieve self-reliance.
